Signing Up for Utilities
Application for Service - You can apply for new service in person at City Hall, 800 Seminole Road, between the hours of 8 a.m. and 5 p.m. Monday through Friday. An application for service will need to be completed; a picture ID provided; and, a deposit for residential water service of $125 plus a $20 connection fee ($145 total) will be required, prior to service activation.
Commercial and residential multi-unit complex deposits are based on 2 times the average monthly bill for that account. If you are setting up a commercial account, please call 904-247-5816 to obtain the utility deposit amount.
In addition to the deposit and connection fee, you may need to pay other outstanding amounts owed the City, before the service can be activated.
Same Day Service - If you request the new service before 3 p.m., your water will be turned on the same day. If you apply for service after 3 p.m. and want same day service, there is an additional $30 service charge.

Payment for Initial Utility Deposit and Connection Fees - payment of the initial deposit and connection fees may be made by cash, check, money order, and debit or credit card (Visa and MasterCard are accepted).
Utility Bill payments by debit card, credit card, or e-check can only be accepted through the online website or IVR phone payment options.
Deposits are refunded after 24 months of good payment history.
