The City of Atlantic Beach Public Safety Department is a full service law enforcement agency with 30 sworn and 15 full-time civilian personnel authorized. The annual operating budget for FY 2016-2017 is $5,970,916. Divisions include Administration, Patrol, Investigations, Crime Suppression, Communications, Animal Control, Crossing Guards and Ocean Lifeguards. In addition, the Public Safety Director/Chief of Police has administrative control of the Fire Department contract.
The successful candidate must demonstrate effective leadership and the ability to inspire confidence among department members and the public they serve. The Public Safety Director must have in-depth knowledge of the laws, regulations, policies and best practices relating to the disciplines under his/her command. The chosen candidate must be willing to maintain a visible profile in the community and must have a positive track record building positive relations and fostering effective channels of communication with all stakeholders. Understanding how to connect with and create buy-in from front line subordinates will be important.
Atlantic Beach’s next Public Safety Director should be politically astute without being political, be able to understand and effectively operate within the context of Florida’s unique “Government in the Sunshine” and robust Public Records Laws, and be familiar with collective bargaining and the Florida Police Officer Bill of Rights. The ideal candidate will be competent in all aspects of quality Public Safety management including budget, personnel, training, technology needs, strategic planning and possess an innovative vision capable of setting goals and objectives relative to the needs of the community and the Department.
The selected candidate should hold a bachelor’s degree from an accredited college or university and a Master’s degree is preferred. Experience in a Florida jurisdiction as a Public Safety Director/Chief of Police, or a position of Command in a comparable department with a demonstrated progressively responsible career trajectory is required. The selected candidate must possess a Florida Department of Law Enforcement (FDLE) certification as a law enforcement officer. Residency in Atlantic Beach within a negotiated period of time is preferred, but not required.
The City seeks a Public Safety Director with experience in State accredited police agencies and work in a police department with union representation is highly desired. Applicants selected as finalists for this position will be subject to comprehensive background review including a credit check. Applicants receiving a conditional offer of employment will be subject to drug testing, physical and psychological examination. The successful candidate must not have used tobacco products within the last year.
