January 2017: Francis Avenue (Donner Road to Dutton Island Road East) is a well traveled residential roadway. The existing roadway has no stormwater drainage system and flooding has been prevalent for many years. Some temporary improvements to the elevation of the road near Jackson were made in late 2014 that helped reduce standing water at this location. The City of Atlantic Beach and City of Jacksonville have collaborated through a grant to improve the water system, drainage, sidewalks and a wider, curbed roadway for Francis.
The project was originally approved by the City Commission in 2014. A neighborhood meeting was held. This meeting was a presentation and discussion of Phase I of the project design. Significant neighborhood input was received from the residents attending.
The first phase of the project was completed in July, 2015. It included a new water main from Donner to Jackson and made improvements to accommodate the planned stormwater improvements. This was all that could be done in 2015 based on limited funding available from the grant.
A second neighborhood meeting was held in September, 2015 at the Jordon Community Center on Francis Avenue. The public was invited where the attendees had input into the project’s second phase.
Construction of Phase II was designed to complete all the improvements from Donner to Dutton Island. This work began in May, 2016 and was completed in December 2016, due to complications.
