Steve Swann, who joined the City of Atlantic Beach as city engineer in January 2019, has more than 30 years of environmental and agricultural engineering experience.
While studying environmental engineering at the University of Florida, Mr. Swann began his career as an intern with JEA in its Environmental Affairs Department. Upon graduation, he spent five years with the Florida Department of Environmental Protection in Jacksonville as an industrial wastewater and permit engineer. Upon returning to the University of Florida for graduate studies, he began working with Applied Technology & Management, Inc., a multidisciplinary engineering consulting firm, and soon returned to Jacksonville to open a branch office for the company. After 25 years with ATM working on water resources and engineering projects throughout coastal areas of the southeast U.S. and in over 26 countries, Mr. Swann retired as Vice President and Chief Operations Officer. He currently serves as the City Engineer for the City of Atlantic Beach, FL.
Mr. Swann’s areas of expertise include engineering evaluation, design and permitting for projects in both the terrestrial and marine environments. He has worked with a numerous municipal, industrial and agricultural clients to develop methodologies and management systems to help assure sustainability and limit environmental impacts. These efforts required the development of elements such as infrastructure plans, wastewater treatment systems, hydrologic modeling analyses and environmental impact assessments. Many of these efforts required implementation of a variety of site-specific resource management techniques uniquely suited to local environmental, physical and cultural conditions and constraints.
Mr. Swann has performed the following services for numerous clients and projects: TMDL and water quality evaluations, NPDES and ground water permitting, design of effluent management systems and nutrient management planning, stormwater and wastewater treatment system design, wastewater reuse systems, wetland system restoration and construction, environmental impact assessments and development of environmental management plans for construction and operational phases of development.
